Does Watch scan photos, documents, or downloads on the computer?
It does not scan the user's disk for files in order to sync them; the sync tool primarily reads the local ActivityWatch API and stores its own local progress file.
Watch Sync does not walk through the user's Photos, Documents, or Downloads folders to upload file contents. Its primary input is the ActivityWatch API at 127.0.0.1:5600.
The sync tool also keeps a local state file in the user's home directory to remember progress for each bucket. An ActivityWatch window-title event may contain a file name, but that is not the same as Watch reading the file's contents.
